David’s public and administrative law, appellate and trade law practice focuses on the complex litigation and advisory needs of his sophisticated commercial and regulatory clients.  Drawing on his many years of experience, David knows the right questions to ask to help his clients find creative solutions to difficult challenges. David is a founding member of Conway.

Bio

David’s appellate practice includes numerous appeals before the Supreme Court of Canada, Federal Court of Appeal, Ontario Court of Appeal and Quebec Court of Appeal. He has argued public and trade law cases before the Federal Court, provincial courts, and federal and provincial tribunals throughout Canada.

David has a deep understanding of how the federal government works, particularly in areas of divided federal and provincial jurisdiction. He is a leading practitioner in federal agricultural trade regulation. Drawing on his constitutional and administrative law experience, David assists clients in their dealings with federal departments and agencies including the Competition Bureau, Agriculture and Agri-Food, Transport Canada, Canada Border Services Agency, Global Affairs Canada, Health Canada and the Canadian Food Inspection Agency. 

David represents clients on a broad range of complex WTO, CUSMA and CFTA issues and disputes, and advises on international market access, investment, procurement, tariff classification and trade negotiations.

The federal regulatory tribunals David has appeared before include the Canadian International Trade Tribunal, Competition Tribunal, Patented Medicine Prices Review Board, Canadian Human Rights Tribunal, Canadian Transportation Agency, the Canadian Radio-Television and Telecommunications Commission, Canadian Nuclear Safety Commission, National Energy Board, and Farm Products Council of Canada.

David served as law clerk to Justice McIntyre of the Supreme Court of Canada.

David coached the national champion Gale Cup Moot team (University of Ottawa) and has taught courses in administrative and public law. He is an avid cross-country skier and cyclist.
